Some shapechangers have managed to hide their true natures from their monster listing stat blocks.

Baba lysaga CoS

Imp and its variant MM

Pudding King OotA

Strahd von Zarovich CoS

Vampire Spellcaster and warrior variants MM

Wereraven CoS

And two monsters that have the correct shapechanger subtype, but not the shapechanger tag (if anyone cares about redundancy) are Portentia Dran and Lazav.
