I'm making a 5lvl sorcerer and a 3 lvl warlock, according to the PHB, as a level 8 character I should have 4 first level, 3 second level, 3 third level, and 2 fourth level spell slots. But the character I made on dnd beyond doesn't have any fourth level spell slots and it missing one of the third level spell slots. Why is this?
Hello! Multiclassing has a specific effect on spell slots, and spellcasting, which is described in this section of the Basic Rules.
Pact Magic and Spellcasting are separate features, and so are counted individually. You would currently be a 3rd level Pact Magic caster, and a 5th level spellcaster. This would give you four 1st level, three 2nd level, and two 3rd level spell slots from the Sorcerer, and two 2nd level pact magic slots from the Warlock.

Ah I see now. Thanks!
