Same issue here, though playing with someone who has the phb and master tier subscription, and the other wizard in our campaign had 0 issues selecting war magic as a school
Your character must be in the campaign where the content is being shared for you to be able to use the content.
That's the interesting part, my character was first to join said campaign. The campaign is listed under "in campaign" within my characters, as well as being listed under "Active characters" in the main campaign page. The other wizard within my campaign did not encounter this issue.
Also attempted to leave and join the campaign, which did not seem to solve the issue unfortunately.
Kind of a bummer because I have the physical players handbook and want to transfer a character on a physical character sheet onto D&D Beyond, but he is an abjuration wizard.
So if we're not in a campaign we can't play Divination? I'm screwing around with different character ideas and was trying to play a divination wizard but can't. It's been three years since it was said to "be becoming available" sadly that seems to have meant, "Available for purchase through the PHB."

Obviously. It's licensed content - and therefore not free. So yes - if you want to play a not-free subclass you need to either buy the book (or just the subclass) on DNDBeyond or have it shared with you through content sharing in a campaign.
You can also recreate it for free using the homebrew tools. Use the free subclass as a base, then edit using your print copy of the PHB as a reference.
