It is a flaw in the way character sheets decide which AC to use. They just use the highest calculation and don't make extra checks like whether the character is wearing armor.

The Spiked Armor isn’t limiting Dex mod to +2.
Edit: It’s actually not overriding the Dex + Con Barbarian AC at all...
