As the title says. I'd like to add Chaos Bolt to my altered Instrument of the Bards, but it's not an option when I go to add spells. I know it's possible because the Izzet Guild Signet can do that, but I also can't copy said item as a homebrew template.
The content is being shared with me, which is likely why this is happening... I dislike this restriction because of the system our games are in, where there are a lot of sub-DMs.

Do you own chaos bolt or is it being shared to you? You must own content to use it in homebrew.
