If you create a Dwarf (or any character who speaks Dwarvish) and you select the Clan Crafter background, you should be allowed to select another language.
The text for Clan Crafter states, "Languages: Dwarvish or one other of your choice if you already speak Dwarvish".
However, the Character Sheet editor does not allow you to select another Language.
I ran into this problem myself. It turns out, the rules do not say you can choose a different language if you already know it. Isn't that dumb? So I made a custom background.

I know that's the general rule, but this seems to specifically contradict that rule. I believe that typically specific overrides general.

I seem to have not read the middle paragraph...
This is still an issue with no difference between dwarven starting race or even variant human with dwarven as a chosen race language.
