I can see my home-brew spells fine on one of my characters, but can't see them on another. Both are in the same campaign, and the spell has the proper class added for both. I have also triple checked that home-brew content is toggled on.
I did double check your character, and it looks like its been toggled off. For reference, the image from my post shows that only Magic: The Gathering Content was enabled (the one with the red toggle). If possible, please confirm for me that you see a colored toggle next to Homebrew Content.

Make sure you have the "Homebrew Content" switch enabled in the character builder (on the first page of the builder).
As I said in my post, "I have also triple checked that home-brew content is toggled on"

Thanks, something must have been stale on my side. I restarted and toggled everything back and forth everything and all good now.
