I'm trying to create a Magic Armor that uses Hide Armor as it's base, but I want to allow it to use the Full DEX Modifier Bonus instead of it's normal Max 2.
The tooltip for the DEX Bonus states "If your magic armor has a different Max Dexterity Bonus than is typical for armor of it's[sic] type, choose that here." so you would think that this would override the normal setting, but it doesn't. It still only adds 2 from DEX, even though the character's DEX mod is +3.

The homebrew tools are kind of just the same tools the devs were using to put in official content. They plan to make an easier to use and more versatile tool in the future.
Ok, that kinda worked, but it's not exactly what I was going for. That lets you change the Maximum Dexterity Bonus to AC, but it doesn't let you set NO Maximum.
For now, at least, this is a passable workaround, and lets me do what I need. However, I thought the purpose of this forum was to report when things aren't working as they should, and the DEX Bonus field isn't working as it should.

Are you using the modifier Set - AC Max DEX Armored modifier?
No? If I'm supposed to, that's really not intuitive. Let me go try.

If you set the maximum to 10, it will be as high as a bonus can possibly get. Good enough?

What do you mean "dex bonus field?" What modifier are you talking about?
