Opening a tooltip for a spell or weapon etc provides a window that can't be closed on a tablet. (Currently using iPad Pro - Chrome Browser app)

If the tooltip has a large amount of information that requires a bigger window, scrolling on the tooltip only scrolls the page behind it.
