I don't think that's in the basic rules. If you unlocked the DMG content, you could simply search for scroll mishaps in the search box on the top left of the landing page.
I have unlocked the DMG and I did make the search. The only thing I got was the scroll table with the DCs, attack bonuses and rarity. Well, now I also get this thread... :-)

Well, there is no such thing a scroll "mishap" in the DMG, they are not called like that and I was mis-remembering that fact.
The rules for failure are in the entry for "Spell Scrolls" in the A-Z listing of the magic items; however, they are not in the initial description of scrolls at the beginning. I find it confusing, but that's the way it is in the book... no fault of the digital version.
