I have created a weapon with a +2 to hit. When I add the weapon and attune to it, it adds +2 to the hit bonus of all melee weapons.
I used MODIFIER TYPE: Bonus, MODIFIER SUBTYPE: Magic, FIXED VALUE: 2
What can I do to fix this?
That modifier shouldn't have done that (bonus - weapon attack does). Post a link to your homebrew, and the character you are testing it on.

Hello! It appears the modifier on that item is "Bonus - Melee Weapon Attacks" you will want to use "Bonus - Magic".
If you continue to face issues after adjusting the modifier, please provide a link to the character the item is being used on.
