If I create a homebrew copy of Gauntless of Ogre Power, and remove the attunement requirement, the strength override does not apply. It only applies if I require attunement and attune it.
Only thing I changed about my homebrew version of the Gauntlets is not requiring attunement.
This is the same with all items that set an ability score, AFAICS. It also seems to apply to other bonuses, like Ring of Protection, a no-attunement-required version of that doesn't add +1 to saves or AC.
Edit: added a homebrew copy of Ring of Protection that does not require attunement, it does not add it's bonuses.
I'm having the same problem with armor of resistance. I copied a chain shirt of necrotic resistance, unchecked attunement, and now it doesn't provide the resistance on my character sheet.
That's a known issue with making a new homebrew using an item that requires attunement as the template. Keep the one you made for reference for now, but make a new homebrew (either from scratch or using a non-attunement item template) and then edit it to have the modifiers etc. you want.

Wondering if that is set up for any ability score adjustment. Did the same thing and had the same results. Took being attuned to gain the stat bonus.
