Cozmo, you add disadvantage with a heavy weapon for a small character (Dwarfs are medium) atop that decrease of 10ft and it's like shooting yourself in the foot.

Well his character is obviously suffering that penalty. It's not a racial thing...why everything got to be about race!!!
He ups his strength and that penalty goes away. Dont know where your getting dwarves supersede the requirements for armor. That's not a thing.
It is a thing. Read the dwarf racial features:
Speed
Your base walking speed is 25 feet. Your speed is not reduced by wearing heavy armor.
Setting aside dwarves, everyone suffers the speed penalty for wearing heavy armor below the strength requirement and no one suffers that penalty if they do meet the strength requirement. So what can "Your speed is not reduced by wearing heavy armor" possibly mean if not exactly what it says, that dwarves don't suffer that speed penalty associated with wearing heavy armor?
This may be completely unrelated, but I'm playing an Artificer, and I was wondering if playing a dwarf would help with the penalties of non-proficiencies with heavy armor?
So what has happened? This is already over 5 years old and armour encumbrance is still detrimental to my legacy dwarf's movement rate!
Of course, I could simply adjust the armour weight or the movement rate manually, but that falsifies other aspects: total possible encumbrance, or movement reduction if other inventory items exceed light load. Not to mention disadvantage when heavily encumbered.
This is working as expected for my own character. Can you share a link to yours? Please make sure in their character settings that "Character Privacy" is set to "Public", too.

When I custom-set the armour weight to zero, the movement rate is at 25 ft.. When the armour weight is back to as it should be, movement rate is lowered (15 ft. with chain mail, 5 ft. with full plate). So the lowering is only caused by the armour weight, which should not be the case.
I have the variant encumbrance selected.
I also have, via Custom Origins, dwarven combat training and dwarven armour training practically disabled by choosing other skills. Neither of the two should be the cause, though, since the armour-movement-thingy is part of the dwarven movement trait. Just to be sure, I made another dwarf where I left dwarven armour and combat training untouched, and the issue remains. Character link: https://www.dndbeyond.com/characters/155883989
That's not your weight being reduced as a result of wearing armor, then. That's a result of your character being encumbered. If you carry any amount of weight over 40 pounds, your speed will drop.
This is all working as intended.

The armour is the only reason the movement rate is lower - once my dwarf takes it off (or I set the weight to zero) movement is at full. When he dons the armour again and changes nothing else, his movement should still be at full, because his "speed is not reduced by wearing heavy armor".
If other equipment's weight puts his encumbrance over light encumbrance, fine. But armour weight should not count towards a dwarf's encumbrance-related movement calculations.
Your speed isn’t being reduced by what you’re wearing. It’s being reduced by what you’re carrying.
The dwarf’s feature prevents this rule from applying:
If the Armor table shows "Str 13" or "Str 15" in the Strength column for an armor type, the armor reduces the wearer's speed by 10 feet unless the wearer has a Strength score equal to or higher than the listed score.
That feature is working correctly on the sheet because if you equip such an armor for a dwarf with insufficient strength, that penalty does not apply. If this was not working, then setting your armor’s weight to 0 would not solve your problem.
Your speed is dropping because of this rule, against which dwarves have no special exemption:
If you carry weight in excess of 5 times your Strength score, you are encumbered, which means your speed drops by 10 feet.
With a Strength of 8, that means if you carry more than 40 pounds, your speed will drop.
If the dwarf feature was not working correctly, your speed would be dropping by 20 feet from the combined penalties.
PHB p. 176 (variant encumbrance) states that if you use this rule, you can disregard the strength entry of the armour table in chapter 5. So the first rule you quote is not applicable in the first place anyway.
So what rule(s) do we have in place under the variant encumbrance rules governing encumbrance and dwarf movement rate? I only see "If you carry weight in excess of 5 times your Strength score, you are encumbered, which means your speed drops by 10 feet." (a general rule applicable to all characters) and for the dwarfs "Your movement rate is not reduced by wearing heavy armour." (special dwarf rule). Special rules supersede general rules (PHB p. 7).
That can only mean that the "if you carry ... in excess ..." does not apply as far as dwarfs wearing heavy armour are concerned. Which means that in the movement rate determination of dwarfs, heavy armour weight must be disregarded.
What do you think?
PS: Since it would be weird if heavy armour would not slow you down, but medium or light armour would, by extension armour weight in general should be disregarded in this special case, but I will be contend to see at least the RAW applied in DnDBEyond's character sheets.

Could not be more wrong, even if you tried. Clearly you didn't read the issue. Dwarves do not need to meet any str requirement for any armor.
