This is technically not a bug as the ability is once per day not once per long rest. While many groups will use the default "no more that one long rest per 24 hour period", which equates to once per day, the DM can change the definitions of short and long rests, the DMG even gives a few examples. If the DM decides to use the "Gritty Realism" variant the a long rest = 1 week and Arcane Recovery should refresh 7 times in that period.
What is a bug is that there is no "Dawn" button to go with the "Short Rest" and "Long Rest" buttons.
Neither the errata nor the SA compendium change Arcane Recovery from once per day to once per long rest and until they do D&D Beyond should continue to have Arcane Recovery recharge at dawn.

Actually it has been stated by WotC that Mr. Crawford is the Official Rules Expert and any responses he provides are considered either (RAW) "Rules As Written" (once placed in the Sage Advice Compendium) or (RAI) "Rules As Intended" (when given via twitter), unless, he specifically states it as (RAF) "Rules As Fun" or "As a DM".
Any responses from others such as Mike Mearls or Chris Perkins are not considered Official in regards to D&D Rules.
So the RAI is that it should you have to finish a long rest in between uses.
