When I equip "Wand of the War Mage, +1" I receive +1 to some spells like Eldrich Blast but not other spells like Chill Touch.
The both are ranged spell attacks which receive the +1 modifier.
EDIT: This seems to be a problem when selecting any spell as part of your Pact Boon on warlocks, it acts normal when chosen via Pact Magic spell selection.

Bonuses to spellcasting bonus don't work on spells added by class features. It is a known bug.
6 years and still no fix?
Oh, it's been longer than that. I don't think this has ever worked properly in the whole history of D&D Beyond.
