I was playing around with the character creator when I noticed that if you select the "Hermit" background, it suggests "Herbalism Kit" as a tool proficiency but the option is missing from the list. It isn't just for the Hermit background either.
Check if your class or race does give you already the proficiency in Herbalism Kit.
Yup. That was it. I feel a bit silly.
