My level 9 character has 8 levels in wizard and 1 in Cleric, and has just gotten 5th level spell slots, but I am unable to add 5th level spells to my Wizard spellbook. If I have the 5th level spellslots I should be able to add the spells right?
When multiclassing, you learn spells from each of your spell list based on that classes level, not your spell slots. So an 8th level wizard can't learn 5th level spells, meaning a wizard 8/cleric 1 can't learn 5th level spells:
You determine what spells you know and can prepare for each class individually, as if you were a single-classed member of that class. If you are a ranger 4/wizard 3, for example, you know three 1st-level ranger spells based on your levels in the ranger class. As 3rd-level wizard, you know three wizard cantrips, and your spellbook contains ten wizard spells, two of which (the two you gained when you reached 3rd level as a wizard) can be 2nd-level spells. If your Intelligence is 16, you can prepare six wizard spells from your spellbook.

No. Having higher level spell slots only means that you can cast lower level spells at 5th level, it does not mean you have access to default 5th level spells. The highest level of spells you can learn is determined by your highest caster level. The amount of spell slots you have is determined by how many spell caster levels you have.
Normally, if you mono class, you will be able to learn 5th level spells once you have 5th level spell slots. However, if you multiclass, you will not be able to do so.
