I was trying to multiclass into rogue from the new Oath of the Open Sea Paladin class but it was telling me my Strength wasn't high enough to do it. As far as I am aware dex 13 is the required stat needed to multiclass into rogue which I had.

In order to multiclass you need to satisfy the ability score requirements not only of the class you are taking - but the one(s) you already have.
Prerequisites To qualify for a new class, you must meet the ability score prerequisites for both your current class and your new one, as shown in the Multiclassing Prerequisites table.
Edit: If your DM is letting you multiclass out regardless of the rule - then you can turn multiclass prerequisites off in the Home section of the character builder.
