I'm trying to make a necromancer using the character sheet generator but the only school available is for Evocation. Is this a bug or have they not added the other schools?
Subscriptions give access to D&D Beyond features such as viewing the site without ads, adding public homebrew, or enabling content sharing. Purchases grant access to D&D content, like necromancer, Storm King's Thunder, and sunsword.

If you buy the non-free content, you will unlock the book(s) as digital format (and digital format only) in the Compendium section of the website, plus you unlock the content in the listing (spells, monsters, items) and in the character builder.

Because that's not allowed according to the rules. There's no optional rule for that, even. The site has to support the rules as written. If you want to do that, you'll have to homebrew a new tradition that incorporates both.

The other options need a purchase.
D&D Beyond can be used for free and contains information from the following "free to use" sources published by Wizards of the Coast: D&D 5th edition SRD, D&D 5th edition Basic Rules, and Elemental Evil Companion.
Content from other sources, such as the Player's Handbook, Dungeon Master's Guide, or Monster Manual, will need to be purchased from the Marketplace or accessed via another user sharing content with you via their Master Tier Subscription.
I just purchased the Master Tier subscription but the content for the Arcane Traditions have not opened up.
The subscriptions do NOT give access to the non-free content. Only purchases do.
What happens if I buy that content? Does that purchase make those buttons available for onsite use and if I do purchase anything, is it only digital?

Purchases are only digital. And if you bought necromancer you would view it in the wizard class page and make a character a necromancer.
