That's correct per the rules. Even for attack rolls, when you roll a 1 you still add the modifier, the attack just still misses. It doesn't count as a 1, it counts as a miss.
For all other rolls (except death saving throws), a natural 1 doesn't mean anything special
I mentioned a while back of having an optional flag on a campaign for nat 1s and 20s to be considered fumbles and crits respectively on all things give how popular that house rule is, but in the end, it's still just a house rule and not official rules.
It does make some kind of sense where none of the characters are proficient enough to possible pass a specific difficulty check or save (even with a nat 20) and where a character is so good at something that the character would always pass a certain difficulty check or save (even with a nat 1). It makes for funnier situations with the fumble and crit house-rule though.
I watch only one stream where fumbles and crits are used strictly for attacks and Death Saves. Everyone else I watch uses fumbles and crits on everything. Still, all of the streams I watch consider a fumbled attack as something special where something else undesirable happens rather than simply missing the hit though still mostly harmless—just funny. That's also a house rule, but I've yet to see anyone treat a nat 1 as a simple miss.
(They all also count a "miss" as simply did no damage for various reasons as a behemoth of a monster in melee range would be nearly impossible to miss but it would be possible to do no perceptible damage if the hit didn't land just right.)

Not sure if anyone else has encountered this but when I roll a 1 with the digital d20 it auto adds modifiers instead of just being a nat 1
