The link goes to the US site where shipping to the UK is $82.99 - I didn't even find the cost of the product.
Unfortunately this is a technical limitation of the D&D store site. If you navigate directly to the store homepage (dndstore.wizards.com), it will automatically region adjust to dndstore.wizards.com/eu, /uk or /us based on your region
However, if you navigate to a specific product page it's not possible for that URL autochange (currently) due the URL having not having one but two specific subdirectories; one for region and one for the product code based on the region.
For example, the subdirectories for the US version are /us/product/768939; for UK it's /uk/product/768941; and for Europe it's /eu/product/768940.
The banner can only link to one of these and it's generally more user friendly to link to the product directly rather than the store homepage. And Wizards of the Coast being a US based company, it's natural that it'd like to the US product page.
I hope this clarifies why this (completely understandable) frustration occurs, and I can pass along the feedback.

Digital only pre-orders through the D&D Beyond marketplace will release on December 6th

And they have the horrible 3-bars mobile menu on their desktop web site for choosing a more local web location for purchases.

A friend of mine said he bought it and shared it but when I went to look at it it was not there. So I do not think you are alone.
As already said, change the location of your store. I live in the Netherlands (Europe) and paid 13 bucks for shipping.
