Noticed this with a Dwarf Fighter - added a custom background and configured it to add 2 Skills and 2 Tools proficiencies. I got the dropdowns to select what I wanted, but the items don't show up on the final character sheet. No big deal, I just added them manually as custom proficiencies, but I almost didn't catch it. I haven't checked if it's happening on other characters.
Just checked some older characters with custom backgrounds, and they all have the proficiencies properly added, but it seems with any new character I make they don't work correctly.
I'm having it even worse, I can't even select get my new character sheets to select a custom background after trying to select a different one in an attempt to make it work
@Rifstrider, I'm noticing the same thing now. After you said that I went to test it on an old character - I switched away from the Custom Background and selected Acolyte. I was able to switch back to Custom Background like normal, but when I went to the character sheet everything that was added seemed to be from Acolyte instead of what I had selected on custom. Going back to the descriptions page, the background had switched back to Acolyte again.
The option to select Custom Background is still there, but the character builder seems to remember only the last selected non-custom background instead.
- custom background didn't apply anything - swapped to a background and selected a few things, those show up - swap back to custom and refresh, and the skill proficiencies from the custom background are showing up now! — but not the language. it's still showing the languages from the other background i had. what? - go back into the custom background and toggle it to a different language, refresh — now everything is removed again. all the custom background content is missing...
Still having this issue, super frustrating. I'm guessing most people don't even notice that it's not working, devs included. But so far, everyone I've pointed it out to has found it's broken for them too, I haven't found anyone for whom it still works, so it's definitely a global issue.
As a note, Homebrew backgrounds do seem to be working, which requires a little more legwork to setup, but is a bit more elegant than adding proficiencies etc. right on the character sheet.

I am also having this issue!
The issue still persists.
