I think you're miss understanding what is in Fizban's.
Fizban's contains racial options for Chromatic, Metallic and Gem Dragonborns.
The Players Handbook contains the subclass Draconic Bloodline Sorcerer, which only contains Dragon Ancestry options for Metallic and Chromatic Dragons.
You can play as a character whose race is Gem Dragonborn, who is also a Draconic Bloodline Sorcerer, but there are no official options for a Gem Dragon Ancestry as part of the Draconic Bloodline Sorcerer subclass.
My apologies if this has been addressed elsewhere.
On the drop down when you select Draconic Bloodline Sorceror, if only shows options for chromatic and metallic ancestry, not for Gem dragon ancestry.
Is this in error? All the other content from Fizban's Treasury of Dragons seems to be working just fine.

There is no gem dragon ancestries for the Draconic Bloodline Sorcerer, as released in the Player's Handbook.
Gem dragon ancestries are only available as a option for the Dragonborn race released in Fizban's Treasury of Dragons.
Is that explicitly stated in Fizban or any other RAW? Because there are definitely groups out there running Gem Draconic Bloodline Sorcerors.

That would be homebrew. If you read the player options from Fizban's, you'll see there is no sorcerer options.
