Are your pact spells suppose to all be at will?

So made my first character in dnd 5.5 and.... um? when I made them level 3 and got my pact, and got all those extra spells they were all at will. is this a glitch or is that how it works for warlocks extra subclass spells now?

No, it's a bug with the new PHB stuff.
