I wonder what it is that they decide is priority to fix? It sure doesn't make any sense to me.
One thing they've said repeatedly is that a lot of the missing or partially functional features would require a full-scale overhaul of the whole character builder backend to fix properly, and it's only recently that they've been able to actually start doing that.
I'm having an issue where my polearm master has acquired a +2 spear (a Blood Spear, actually), and I wanted to give that spear its own Pole Strike custom-action, labelled as such to reduce confusion and overhead. Instead I have discovered that, while existing actions allow a custom to-hit bonus, custom actions do not, despite allowing a flat damage bonus (oddly labelled, but still) and so many other modifications ... just not that one, the part that's the attack roll, even on "weapon" custom actions where it's most important.
I've also discovered that people have been asking for this oversight to be remedied for at least seveneight years.
