Chapter 6 of "Exploring Eberron" lists 8 races and 2 Aasimar variants that don't appear when creating a character. Or is there a weird trick I am missing?
Discovered the cause : These only appear when Partner Content of "Visionary Production and Design Inc." is enabled.
This is absolute rubbish. These races appear in the same book as the 5 races that appear under the 5.5e Expanded Rules section. Someone needs to adjust the database to have these species available under the same section.

That's not correct. Exploring Eberron wasn't created by Wizards of the Coast, but as you already mentioned, by the external developer Visionary Production and Design Inc. Eberron: Forge of the Artificer and Exploring Eberron are unrelated except for the setting, and therefore the species should also be separate.
