It was actually a fair bit before, between the strixhaven subclass UA and the one before. The cross-class subclasses were the first UA not implemented
As others have pointed out, they did have it for a while several years ago. They stopped because it ended up being a lot of time and effort on their part for stuff that can change radically before release, or even end up not getting released at all, in which case all their work is wasted.

As the title says please bring back the ability to use UA in the character builder
I have NEVER seen UA in the character builder.
