Regardless of what WotC does or doesn't allow, just looking at this map I cannot figure out at all how the different levels are meant to connect to each other. Some clarity on that in the form of numbered markers or something would be helpful, and if it is indeed not AI-generated, should be fairly straightforward to add.

Just because you can't understand and/or don't like it, doesn't mean it's AI.
Also, you're making a potentially libelous statement about an artist known for having made completely normal maps for a long time now.
You need HARD proof, not just "I looked at it/showed it to a AI checker that uses AI to track AI".
Be VERY careful saying stuff like this.

I won't comment on the "AI" claim, but I do agree there is something off with the map.
If we follow the stairs that start on the southwest on the ground floor, they continue up to the stairs that are on the northwest of the 2nd floor, which flow to the stairs that are on the north-northeast of the 3rd floor, which end on the stairs that are on the east-northeast part of the 4th floor, opening to the 4th floor room that takes up the southern half of that floor of the tower. Fine, I guess, although there doesn't seem to be a way to access the 2nd or 3rd floors that way.
You can start at the stairs on the 5th floor. Those go down to the very small spiral staircase in the north-northeast part of the 4th floor, which then continues down the stairs on the mostly east portion of the 3rd floor, coming out the stairs that are on the southeast portion of the 2nd floor. So that's how you access the 2nd floor.
So we can get to the ground floor to the 4th floor, and the 5th floor to the second floor.
There is a door to get to the 3rd floor from the staircase that coming up from the northwest staircase on the 2nd floor.
But there's that staircase that starts on the south side of the 2nd floor that doesn't seem to go anywhere. And You can only access the 2nd floor by going down the stairs from the 5th floor. So I feel like there's just some mistake on the 2nd floor that is meant to allow you to get off on the second floor from the ground floor. This would allow you to access all the levels.
I understand the confusion around the tower and how you access a few of the floors. Truthfully, we didn't think about the lack of clarity when we added the version without labels (that's currently in the map browser). As part of our Weekly Drop-in Encounter tomorrow, we'll add the labeled version to help connect the dots.
