I posted about this in the Homebrew forum but StormKnight indicated this was a design issue, so posting it here.
I have the Legendary Bundle - access to everything (except Mad Mage). However, when I choose Monsters > Create, and I'm presented with the option of using an existing monster as a template, the only monsters available to me are the ones from the basic rules set. NPCs aren't there, monster variants (like the ogre chain brute from MTOF) aren't there.
It would be really great if users could access ALL the monsters they can otherwise access on DDB for use as templates for homebrew.
It appears that this has been quietly fixed, or I missed the announcement if given.
My earlier post was based off of the fact that I intended to create a homebrewed variation on a Hobgoblin Warlord, to account for certain items and such. At the time, I could only select the base Hobgoblin monster as a template. In error, that homebrew was deleted, so I just went to recreate it. I now see Hobgoblin Captain, Iron Shadow, Devastator and the Warlord in addition to the base Hobgoblin.
Turns out, there's still something strange going on. So when I go to create a homebrewed monster, first thing it asks for is the template. If I directly and immediately type in "Hobg--" I can see all the options I should, picture below:
However, if I make any change to the Monster Type, I lose all but the base Hobgoblin. For example:
Even if I try to switch back to Monster Type: All, I'm still stuck with the base Hobgoblin.
Maybe this has been our problem since the beginning, that it's actually just a bug that takes away unlocked monsters when Monster Type is adjusted.
I can confirm that this bug is definitely happening and is still ongoing. I was just searching the forums to see if this issue had been posted, as I was trying to create a variant Ulitharid and could only find the base mind flayer. Refreshing and not choosing 'Aberration' first let me make a template off of it.
This is also the behaviour when creating magic items. For example, if you type in "Moon..." then Moonblade will appear in the list for selection. However if you first select the type "Weapon", and then type in "Moon...", then Moonblade does not appear in the selection list.
