I would appreciate the possibility of adding personal (private) notes to any spells, items (not only magic items, but also equipment), monsters and also subchapters of adventures, rules and characters (races, feats, ...). I am not a native speaker in English; so our group play in Czech and I usually write Czech names of creatures, weapons, etc. in my (printed) rulebooks. I believe that such notes could be used differently (not only for translation). Is this something considered?
And the second question. Will other language versions be prepared?

For your note-taking needs, you do have a "Notes" section in each spell, item and feature for your character, which I believe could serve your purpose. For adventure/rules notes unfortunately there is nothing specific, but you can always use the "Notes" section on your character sheet for that.
In regards to official language versions of DDB, they are working on it, but it all depends on the agreement they can reach with each localised version publisher, as there is a different editor/publisher in each country, and a deal needs to be made between them and DDB, which is much more complicated than it looks.
I know Google Chrome's website translator KINDA works, and it MIGHT be an possible workaround for you for the time being.
