It's not a facebook app, it's a bit of code that allows your site to crosstalk with facebook
The Facebook pixel is code that you place on your website. It collects data that helps you track conversions from Facebook ads, optimize ads, build targeted audiences for future ads, and remarket to people who have already taken some kind of action on your website.
Basically it lets DDB push targetted adds to facebook, see if those adds work, and see if general adds lead to people coming over to the site.
Why is the facebook pixel code installed on this site?
If there is no actual end user benefit then I propose it be removed.
Edit: Same for the Google Tag Manager
I have no idea to what you are refering. Are those some kind of back end things that have no effect on user experience? If so, why mention it?
DDB uses targeted ads sometimes to deliver discount codes to users

Some of us don't use facebook, yet facebook creates profiles on people that don't even use the site. Stuff like this just helps them scrape data.
Can't imagine needing a Facebook app to do that. Especially if it is in-house codes.
You can use the NoScript browser extension to block Facebook and Google scripts.
New versions of Firefox block a lot of tracking scripts by default and you can configure it to be even stricter.
