The spell needs an ATTACK ROLL to hit. As far as i can see it doesnt need to do an initial CON SAVE to avoid only dealing half damage with strength based attacks. This is the information from the text. The overview right above only lists the CON SAVE under ATTACK/SAVE. The character sheet lists the spell attack in the spell listing and uses the variant from the spellcard above when i open the information about it.
It would maybe be better to constantly list ATTACK/SAVE as "Ranged" and have the SAVE part on another place or text only.
