Would it be possible to turn off the race ability bonuses and allow for a generic bonus for all races?
No as this is not supported by core D&D rules and DDB has to maintain parity with base rules.
What you could do is make a homebrew copy of each race and change the ability score bonuses to a selection.

Or manually lower your stats by the race bonus and raise other stats by the generic bonus.
