Otiluke’s Resilient Sphere is a spell that only appears in the Player's Handbook. In order for it to appear on your character sheet, you would need to ensure that you have access to that spell (either having purchased the PHB or the spell via the marketplace). Let me know if you do have access to that content and we can do a deeper dive.
This all good but how do I use my clockwork magic if I can't exchange spells as per class description? Currently I see no way to do it apart from homebrew shenanigans
1st-level Clockwork Soul feature
You learn additional spells when you reach certain levels in this class, as shown on the Clockwork Spells table. Each of these spells counts as a sorcerer spell for you, but it doesn’t count against the number of sorcerer spells you know.
Whenever you gain a sorcerer level, you can replace one spell you gained from this feature with another spell of the same level. The new spell must be an abjuration or a transmutation spell from the sorcerer, warlock, or wizard spell list.
Aberrant Mind - Psionic Spells. We don't currently have a method to allow swapping these spells out. We are looking at solutions for this. "Whenever you gain a sorcerer level, you can replace one spell you gained from this feature with another spell of the same level. The new spell must be a divination or an enchantment spell from the sorcerer, warlock, or wizard spell list."

+1 for annoyed by this one. I have a clockwork soul sorc, and the best thing about the subclass is the extra spells and flexibility that comes with them. Without being able to swap them out, I'm stuck with spells I don't want. I hope they fix this soon.
EDIT - I'm less grumpy about this now, I have managed to get a homebrew workaround to work. I created a HomeBrew Subclass, "Amelia's Clockwork Soul", with a feature "Amelia's Clockwork Magic", and in the feature I replaced the Spells Alarm and Protection from Evil and Good with Absorb Elements and Feather Fall. It works nicely once you know how, but it is a bit fiddly.
+1 for being severely annoyed by the lack of progress on this one, to the extent that I've been thinking about going back to creating my characters in free-form via Google Docs.
Yeah I agree, 100 percent. Why is this bug listed as "resolved"? Is it? The homebrew workaround of creating a homebrew subclass every time you want to change spells is NOT a suitable resolution for the feature we have paid for, that was released nearly a year ago.

The original "bug" in this thread was a lack of owning the spell Otiluke’s resilient sphere from the PHB; the discussion regarding the current inability to swap Clockwork Magic spells is unrelated to the initial reason for this thread.
Hi, the 7° lvl spell Otiluke's resilient sphere doesn't appear on the list of usable spells from Clockwork Magic, but arcane eye does, probably a bug.
