For the last two days I have been trying to install the update within the app that I believe showed show the new book. I have used cell data and WiFi and it either stays updating forever or goes back to saying install updates. Am I doing something wrong?

No. Even after having a play store app update, it still wouldn't internally update. I deleted the app and redownload Ed it and that fixed it.
