I am making a necromancer in the character builder but cannot find the spell inflict wounds there, despite its listing in the digital PHB. It is also missing from individual purchases in the PHB on marketplace. Has the spell been removed?
Inflict wounds is in the Basic Rules, so cannot be purchased individually through the Player's Handbook (nor requires purchase at all). Can you link to the affected character?
inflict wounds is a Cleric Spell, not a Wizard Spell. Your Necromancer can't access it in the character builder because the spell is not associated with the Wizard class. It may be confusing because inflict wounds is classified as "necromancy" but that's just a descriptor of the magical nature. A necromancer Wizard doesn't have access to Inflict Wounds RAW any more than a Evocation Wizard would have access to cure wounds.
The work around within DDB tools would be to homebrew (with DM approval), a copy of Inflict Wounds made available to Wizards. Without homebrew, but again with DM approval, you could take the [feat]Magic Initiate[/feat] feat giving you access to the Cleric feat, the WIS spellcasting ability required with the feat wouldn't be an issue with Inflict Wounds, but might impact the cantrips (and giving you two more cantrips might be cause for a DM ruling against the feat in the first place).

And since I'm the DM (this is an NPC opponent I'm working on for the next step of the campaign I'm running) I'm not too worried about approval. 😁I will consider homebrewing that spell to be available to wizards.
