In the spell section of the app, if I click either to cast a spell or use a spell slot, a reload icon pops up over the button I pressed and makes it so I have to refresh the page of my character sheet to see it update, which then moves me to the top of the page, forcing me to scroll all the way down again. Why is it like this? What's preventing you from making it so that the spell slot box fills in without a refresh?

If animations were enabled, you'd see that the reload icon is actually an animation showing progress. You need to wait until the progress (i.e. the reload icon) disappears and in this case, it is not going to make you reload the page.

Depending on the speed of the device, it may take a second to a couple.

 I enabled animations, but while it does now show a progress animation, it still reloads the page upon finishing, making it so that I have to scroll down again.
