if took the great weapon master feat were i can take a -5 to an attack for a extra 10 damage would my plus 3 strength and plus 3 proficiency cancel out the -5 leaving me with a plus 1 to the attack?

Yes with regards to the math, no with regards to the feat being overpowered. +1 to hit means missing AC 12 50% of the time (assuming no advantage), and pretty much anything with a meaningful CR for your level that doesn't have a higher AC than that will have other qualities (like have a ton of hit points) to compensate.
You would add together all of your bonuses from your attack stat, your proficiency bonus if it applies, any extra bonuses from your class, ability or magic items etc. Then you subtract the 5 from that total and use whatever is left as your attack bonus. So in your case yes it would be 6-5=1
