Compared to the Pixie that's weak sauce. Yay level 4 spells on a CR 1/4 creature with 1 hp.
Also, technically, any creature that can cast 8th level bard, druid, warlock, or wizard spells can do it, because it's assumed legal to replace the spell list on any spellcaster without a change in CR.
Does anyone know offhand the 5e monsters (any book) that have access to the Feeblemind spell in their stat block?
I used one of these creatures on my players a while back, but I cannot for the life of me remember anything else for certain about the creature.

While technically an Intellect Devourer can't can't cast feeblemind, the Devour Intellect ability is very similar.
