As long as you don't load it, yes, it will still produce ammunition for it. RAW you would still have to reload the weapon after the given number of shots, (even though you loaded an empty clip) but I don't know of any DMs that i think would actually rule that way.
It's pretty obvious that RAI is for the infusion to magically create ammo for whatever weapon it's put on, so you shouldn't need to worry about the Reload property.
