You don't summon Mephistopheles. He's a CR 25+ monster. He has no stats printed, but understand that he's got the power of a level 20 wizard at minimum. Probably higher.
You can contact him with a Contact Other Plane spell, or through you familiar. You can use Summon Fiend or Infernal Calling to summon a devil that works for Mephistopheles.
Planar Ally could theoretically call him, but only if DM / Mephistopheles himself want to, and that's a cleric only spell. Gate likewise could theoretically work, but it's again only if Mephistopheles wishes it, and that's a level 9 spell that's not on the warlock list.
You can't, and there aren't any. That's not really how the pact works. You are beholden to your patron, who gives you power from afar but isn't yours to summon. Mephistopheles is an archdevil, you can't bring a being like that onto the Material Plane with a simple summoning ritual or spell. And because of that, stats aren't needed - and they wouldn't make sense anyway. An archdevil is too powerful for stats, just like gods and other entities that are really beyond comprehension they can't be defined within the rules that apply to regular, mortal creatures.

As a Warlock you do tasks on behalf of your patron. Your patron grants you the powers to do those tasks and is definitely not at your beck and call. The relationship is asymmetric and skewed against you.
