Then I am limited to 5 active campaigns total.
My question is, if the individual who has the legendary package leaves the campaign, do all the other members lose access to it? I am figuring they probably do, but just wanted to make sure.
I'm a little miffed I missed the sale they just had, but hope there will be another forthcoming.
Anyway, just trying to figure out the best way to daisy chain the content everyone in the group I have joined owns, looks like at least one person has to opt for the Master tier.

That is correct. Just in case for further clarification, the 12 players include the GM, so it is 1 GM and 11 normal players. Basically, you can turn on content sharing for up to 55 other people right now.
Keep in mind that before COVID, content sharing was limited to 3 campaigns, not 5 like we have right now, so bear in mind that there is a chance that our content sharing may be re-limited and go back to 3 in the future.

That is also correct. If the Legendary player leaves, then everyone in campaign will lose access to whatever content the Legendary player has that other players do not have. For example, if someone in the group has the DMG, PHB, and MM, then the group will still retain access to those books if the Legendary player leaves.
If you want a person that is not likely to leave, you can try to find a Legendary player with subscription. Since they have subscription, they have unlimited character slots, so they do not have to worry about giving up their own character slots just to enable access to Legendary bundle for someone else.

For sure there will almost always be Black Friday/Cyber Monday and Christmas sales. If I remember correctly for the last two years, I think the Black Friday/Cyber Monday sale is a bit more generous than the Christmas sale.

A quick note, if the legendary player leaves nothing is removed from the character sheets, but you can no longer view the books or progress as subclasses that were lost.
Had one more question, turns out I have a buddy with master sub and legendary pack, so I invite him into a campaign I make, he has sharing on. So I now have access to everything he has, if I then go and make ANOTHER campaign or join another campaign, in which my friend is not a player, do I still have access to his stuff in the OTHER campaigns, to which he does not belong?
So I invite him to campaign A, I am also in campaign B (which he is not), do I still have access to his legendary bundle resources in campaign B, C, D, etc. and if I have sharing on, do the players in those campaigns have access to his resources? I know you can daisy chain to some degree, but need to know if I need him to basically make throw away characters in ALL my campaigns or just the one. Also need to know if it's different if I join one of his campaign for access and then want to bring his resources back to my campaigns or other peoples.
The shared resources in a campaign are made up of all the resources owned by users who have characters in that campaign. So if you want to use his resources, he needs to be in the campaign. Just like, as you asked earlier, if he left the campaign, his resources would go with him.
