This is just for fun, it’s not a character that I am going to make, it’s just an idea that I had.
A Goblin, Whispers Bard, made using point buy and Tasha’s, to start with with a high wisdom and charisma. They’d then focus all their ASIs into maxing out WIS and CHA.
Yes, I chose WIS and not DEX. They’re not meant to get into direct combat. That’s not where their strengths are.
What do you guys think, would this work, and what would you think of such a character if you came accords them.
Well, since we don't know anything of importance about the character it is impossible to say. You haven't given us any actual information about what the character is like. There are thousands of goblins and thousands of bards. What makes this on special, important or interesting? "maxing out WIS and CHA" says absolutely zero about the character.

They don’t try to hide in the shadows. In fact they are loud and proud and bombastic. They dance, they sing, they act, they drink, they burp the national anthem and lose at cards.
They cower, they grovel, they beg and wail and weep. They are the most outrageously none threatening piteous form of life that has ever made you laugh so with such a ferocity that you’ve peed your pants
They are the last person on your mind, as, lost in the moment you forget yourself and blurt out secrets that should not pass your lips. In the morning, with a clearer head, when you’re not so giddy from wine and laughter, you might wish you had not dropped your guard, but by then it’s too late, for they are the wolf in sheep’s clothing, the court jester who plays the fool, the last person you would ever expect to be a threat.
The Spider, as they are known to various figures in the underworld, is a ruthless assassin who specializes in untraceable 'accidents' and whose victims never see them coming. People who have hired The Spider in the past say that they never appear the same way twice, changing race and gender every time. Rumours abound that The Spider is a doppleganger. They never quite remember the obsequious little goblin clerk who sets up appointments and takes payments from the clients. In truth The Spider is that very same little goblin clerk, a College of Whispers Bard who manipulates hapless marks into posing as The Spider and conveniently acting as a decoy for competitors or the families of angry marks.

I mean, you've presented a goblin who uses class features to exploit people ... I'm not sure what sort of feedback you're looking for besides "ok."
I think this thread may be better served in the "Story and Lore" section if you just want to showcase your characters flavor. Or the Bard class forum if you want to discuss maximizing your Bard build around what you see as an unconventional build. I don't think it's particularly "different" build for a Bard though. A Bard built on CHR and WIS makes sense, it's part of the class's versatility, really mean pretty much anything makes sense (except maybe a Bard who has CHR as their dump stat, that would be a head scratcher). A Whisper Bard who's whole thing is pulling secrets even moreso.
Plying people with booze to learn their secrets isn't so much an innovation as a trope reflected in the concept. It's a good write up, but I'm not sure what sort of feedback you're looking for.

Yeah, basically what MidnightPlat said. I still don't know anything about the character that is unique to them or tells me anything about their personality. Yeah, it's a character, I guess?
It isn’t a character rehang I plan on making. It was just something that I thought was cool and decided to share with you. I will put something better together for you though and post it here.

I am doing similar with a Gobbo paladin. Maxed str and con. He wears mini plate armour, shield and a flail. It’s epic fun.
