My group and I are starting a 1-20 campaign soon and I have an idea for a character but for it to work I wanted to replace 2 of the 3rd lvl spells from the Tempest Domain spells. I want to add Lightning arrow and Thunderstep spell while giving up Gust of wind and Shatter. Im even willing to give up higher lvl spells but I was wondering if people thought this was too much or unbalanced. Im planning on making a 8 Tempest cleric 12 Eldritch fighter that wields a spear and shield.
The spells you're giving up are 2nd level (normally, instead of as Domain spells), the spells you'd add are 3rd level. The 3rd level spells are arguably more generally useful as well. Not the end of the world, but not exactly balanced either. Up to your DM though, it's not really gamebreaking.

Ok ill ask him if I can trade those spells for either the 5th lvl domain spells or just trade them out for something else of his choice. Thanks for the input. Good call on the spell levels aswell i didnt catch that.
I'm curious as to whether or not you would be able to pick up thunderstep as a spell based off the wording wording underneath Eldridge knight, Where it specifies swapping out spells when you have the appropriate spell slots available as you earn new spells. So for example you should be able to as a Tempest for Eldridge for be able to swap a new spell for a 3rd level as you have 3rd level spell slots available to you. At least this is how my DM and I have come to interpret thato interpret that with the elder tonighthe Eldridge Knights descriptions and and multi class spell casters.

I’m not really following. Tempest Clerics don’t get Thunder Step (this thread is about houseruling their domain spell list), Eldritch Knights can take it. An Eldritch Knight swapping out one spell they know for Thunder Step doesn’t involve Cleric levels, Tempest or otherwise. A multiclassed Eldritch Knight/Tempest Cleric can cast Thunder Step with any applicable spell slot, no swapping needed, as long as the character picked it up as one of their spells known based on EK levels.

I think essentially you're just asking to add more non-class, more powerful spells to your spell list both in terms of being 3rd level instead of 2nd level, and being more powerful spells overall. It's purely down to your DM. I create new spells for my players if I want to or if they ask for them, but I wouldn't allow you to trade 2nd level spells for 3rd.
