It says it gets all the hosts "knowledges and proficiencies". The ability to cast Faery Fire something they had to be taught? No. They are born with that. The ability to use it is innate, but, are they taught how to use it? Yes. That they need. They can do it, but just like any other innate ability, without knowing how to use it, it's worthless. I'd say a Dybbuk gets to cast Faery Fire with any and all restrictions a Drow had.
I would say no, it can't cast the spell. Since this is in General I will state that by RAW interpretation, some will arrive at the conclusion you can cast the spell. For me, the RAI is that casting a spell is either a class feature or in this case, a racial ability. When it is stated that the Dybbuk has access to knowledge and proficiencies, I feel they mean you have access to the host's memories and skills.
For example: They know that the last conversation the deceased had with their Paladin lover was a fight. They decide to "make up" using the host's high Persuasion with a seductive, disgusting and horrifying combination dialogue and body language.
Racial spells are neither pure knowledge nor a proficiency (nor a combination of them) so no, I don't think a dybbuk can assume such an ability. There's definitely some confusion due to "game statistics" being mentioned though. Alternate movement speeds? Sensitivities/resistances/immunities? Game statistics could mean a lot of things or it could mean nothing of consequence.

Can a dybbuk cast a racial spell from a corpse it's possessing? For example, if it possesses a drow can it cast faerie fire?
