I recently opened a new campaign and I've received so character sheets that are not completed. Is this common? Do players just add these unfilled sheets for a reason?
Sounds like your players are in the process of creating new characters. That will happen if they are in the middle of finishing a character or trying out new character concepts.

Yup, just opening up the character builder will create a new, blank, character sheet in this case in the campaign. Players could create their sheets on their own outside the campaign and use the invite link to add the completed one later on if they wanted, but then they can't benefit from shared content. Basically it's a DDB thing.
