Is the Encounter Builder <Beta> available for all D&D Beyond accounts, or only subs?
If it is available for only subs, and I sub, can I share it with my DM like I can share resource books with a campaign I am a member of?
If it available to all, are only monsters available to the user of the feature available to build encounters with? Such as monsters added by a campaign book, or the monster manual?
If I share my monster manual purchase with the campaign I join, can the DM use the monsters from it in the encounter builder?
Bonus Question: The combat tracker is in ALPHA and available for subscribers... is this features something that can be shared with my group as well, or something that will make my life infinitely easier and let me laugh at them while they struggle?

If you look in the Marketplace under Subscriptions, it should answer most of your questions.
Basically yes, everyone can use the encounter builder but it's limited for non-subscribers. You do need to have access to the monsters either by owning them or having them shared with you.
The Combat Tracker cannot be shared and it's only going to be helpful if you're the DM of a campaign.
