Like, i've found homebrew that l really liked, but had one or two minor things l wanted to change, but lf l want to play with those changes, i'd have to make it from scratch, even though you can make copies of homebrew you made. This is especially annoying when l don't know how to do some of the things required to make the homebrew, such as a spesific race or class feature.

I have wondered the same thing myself. Would be great to add to collection and then be able to tweak!
I asked a year or so ago I think.
The general gist is that if you can tweak another person's homebrew you are taking their work.
I personally disagree with this take and would just limit those to being unpublishable. But its at least a fair answer that they thought about.
