There aren't any rules for doing so, so DDB doesn't support it. You'd have to use the Homebrew tools to create a race based on them. Note that the phylaskia is a very powerful monster and most GMs wouldn't let you play something like it.

I'm trying to turn a phylaskia into an actual playable character mainly because I think its a great idea and would be totally awesome can anyone help
