It would depend on the purpose of the divinity for the path to it.
For PCs, I would make it nigh impossible. For NPCs, I'd have to think about it. I haven't had a scenario where helping someone to become or stopping someone from becoming a deity, but I would have some stipulation that made the NPC a candidate whereas the PCs would not be.

I run two campaigns where the PC's can become gods. Thankfully, they've shown zero interest in doing so.
And obviously, if anyone did, it would end their character.
But the rules are simple: You need worship, a domain (that's geography) and a core holy item. That's it.

As in theros make a continent here all your tales and become chosen, eventually being so fanatical that you manifest minor abilities.
